Her Britannic Majesty's Consulate,

Canton, 29th December, 1897.

I have the honour to enclose for the consideration of His Excellency the Governor a translation of a despatch I have received from the Viceroy of the Two Kwang.

The fact that Hong Kong may on occasion be used as a base to fit out piratical expeditions into China, and the inexpediency of affording the Canton Government any reason for placing any obstacles in the way of traffic between the British Colony and the mainland will, I trust, induce His Excellency the Governor to give the Viceroy's suggestion a careful consideration.
